ACT Fee Waiver Program

The ACT Fee Waiver Program is the cornerstone of this commitment, removing financial barriers to ensure that a student’s zip code never defines their destination. By providing underserved learners with the tools to prove what they know, we aren’t just facilitating a test; we are championing a more equitable world for every student you serve.

Today’s Impact

In 2025, ACT set aside more than $20.5 million to support the ACT Fee Waiver Program, allowing more than 210,810 students to register for the ACT National test at no charge. In addition to registering for a free National test via the ACT Fee Waiver Program, more than 60% of those who took the ACT National test after registering with a Fee Waiver also accessed their ACT My Answer Key. Also, more than 143,206 students gained access to a free version of The Official ACT Self-Paced Course, Powered by Kaplan, as part of the Fee Waiver Program.

Benefits

If a student is having trouble paying for the ACT test, the ACT Fee Waiver Program can help. What is included:

• Two Free ACT Tests: Qualifying students may receive up to two fee waivers, covering the regular registration fee for the ACT® test, including optional Writing or Science components.
• Self-Paced Test Prep Resource: Includes free access to ACT learning tools, such as on-demand tutorials and practice tests.
• Score Reports: Fee waivers cover one free score report sent to your high school and up to six free score reports to colleges during registration. After registration, students may request unlimited score reports at no cost.
• ACT My Answer Key (formerly TIR): Students using an ACT Fee Waiver can add ACT My Answer Key to their registration at no extra cost. This powerful tool provides: A digital copy of your ACT test questions, your answers and answer document, the official answer key, and the raw-to-scaled score conversion table.
• College Application Fee Waivers: Students who test with an ACT Fee Waiver may request waivers or deferrals of college application fees, helping reduce the cost of applying to multiple schools.
